{"id":133,"date":"2020-06-02T15:40:54","date_gmt":"2020-06-02T19:40:54","guid":{"rendered":"https:\/\/www.adelphi.edu\/safety-transportation\/?page_id=133"},"modified":"2022-11-04T11:53:23","modified_gmt":"2022-11-04T15:53:23","slug":"csa","status":"publish","type":"page","link":"https:\/\/www.adelphi.edu\/safety-transportation\/clery-act\/csa\/","title":{"rendered":"Campus Security Authorities (CSA)"},"content":{"rendered":"<p>According to a federal law known as the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, Â鶹´«Ã½Ó³»­ is required to disclose \u201cstatistics concerning the occurrence of certain criminal offenses reported to public safety, local law enforcement agencies, and\/or any official of the institution who is defined as a \u201cCampus Security Authority.\u201d The purpose of including non-security department employees as CSA\u2019s is that many individuals receive reports of a crime or offense, not just Public Safety.<\/p>\n<h2>Identification of a CSA<\/h2>\n<p>A Campus Security Authority (CSA) is identified based on any of the following categories:<\/p>\n<ul>\n<li>The position is in the Department of Public Safety and Transportation (<i><span style=\"font-weight: 400;\">The example of CSAs in this category include:\u00a0All employed under Â鶹´«Ã½Ó³»­ Department of Public Safety and Transportation<\/span><\/i><span style=\"font-weight: 400;\">);<\/span><\/li>\n<li>A position that is responsible for campus security, but is not the Department of Public Safety, such as an individual who is responsible for monitoring entrance into University property\u00a0 (<i><span style=\"font-weight: 400;\">Some examples of CSAs in this category include, <\/span><\/i><b><i>but are not limited to<\/i><\/b><i><span style=\"font-weight: 400;\">: Residence Hall Staff, Resident Assistants, Hall Attendants, Contract Security Guards, and more<\/span><\/i><span style=\"font-weight: 400;\">);<\/span><\/li>\n<li>A position that has been identified by the University as an individual or organization to which student and employees should report criminal offenses to <span style=\"font-weight: 400;\">(<\/span><i><span style=\"font-weight: 400;\">Some examples of CSAs in this category include, <\/span><\/i><b><i>but are not limited to<\/i><\/b><i><span style=\"font-weight: 400;\">: Title IX Office, Student Conduct and Community Standards, Office of Community Concerns and Resolution, CARE Coordinator, and more<\/span><\/i><span style=\"font-weight: 400;\">); <\/span>and\/or<\/li>\n<li>The position involves significant responsibility for student and campus activities and\/or responsibility for campus security.\u00a0<span style=\"font-weight: 400;\">(<\/span><i><span style=\"font-weight: 400;\">Some examples of CSAs in this category include, <\/span><\/i><b><i>but are not limited to<\/i><\/b><i><span style=\"font-weight: 400;\">: Athletic administrators (<\/span><\/i><span style=\"font-weight: 400;\">including directors, assistant directors and coaches (paid and volunteer)<\/span><i><span style=\"font-weight: 400;\">, Faculty and Staff Advisors to student organizations (honor society, greek life, and\/or CSCE organizations), <\/span><\/i><span style=\"font-weight: 400;\">student activities coordinators and staff, student judicial officials, student peer advisors, <\/span><i><span style=\"font-weight: 400;\">student affairs professionals, administrators at the center locations, academic deans, other administrators or employees, and more<\/span><\/i><span style=\"font-weight: 400;\">).<\/span><\/li>\n<\/ul>\n<p>Two types of individuals with significant responsibility for student and campus activities but who are NOT CSA\u2019s are:<\/p>\n<ul>\n<li>Pastoral Counselor<\/li>\n<li>Professional Counselor<\/li>\n<\/ul>\n<p><strong>Note:<\/strong> To be exempt from disclosing reported offenses, pastoral or professional counselors must be acting in their official role as counselors. There may be cases where these individuals are legally responsible for reporting crimes, but they are not considered CSA\u2019s.<\/p>\n<h3>Designation and Training of a CSA<\/h3>\n<p>A CSA will be designated by the Department of Public Safety and Transportation. Those designated as CSAs will receive an email of this designation and are required to complete a mandatory online, with an optional in-person, training session.<\/p>\n<p>Once you receive the email for training, via Moodle, you have a reporting requirement because the University believes that your responsibility for students, campus activities, and\/or campus security will make you an individual that members of the University community will see as an authority figure and someone to whom they can seek help. A CSA is not expected to investigate or determine whether a criminal incident actually took place. A CSA\u2019s responsibility is a duty to report.<\/p>\n<h2>Role of a CSA<\/h2>\n<p>Any person identified as a CSA must report to the Department of Public Safety a crime or an incident that might be a crime that he\/she becomes aware of. The reportable Clery Act Crimes are \u201cgood faith\u201d reports (reasonable basis to believe it is not hearsay\/ rumor) reported by witness, 3rd party, victim, offender. In addition, a CSA is not responsible for determining if a crime took place but must report the incident.<\/p>\n<p><strong>If you are unsure if a crime or incident should be reported,<span>\u00a0<\/span><a href=\"https:\/\/moodle.adelphi.edu\/course\/view.php?id=102458#section-6\" target=\"_blank\" rel=\"noopener noreferrer\">report it<\/a>!<\/strong><\/p>\n<h3>Steps to follow when a crime is reported to a CSA<\/h3>\n<ul>\n<li>When a crime\/incident is reported, the CSA should always respond to emergencies by dialing \u201c5\u201d from any campus phone for Public Safety or calling 911.\n<ul>\n<li>If a CSA is notified of a crime in progress or an ongoing threat to the Â鶹´«Ã½Ó³»­ community, they will contact the Department of Public Safety for assistance immediately.<\/li>\n<\/ul>\n<\/li>\n<li>If it is not an emergency, the CSA should ask the individual reporting the crime if they would like to report the incident to the Â鶹´«Ã½Ó³»­ Department of Public Safety. If they do, the CSA should coordinate reporting and contact the Department of Public Safety (24\/7).<\/li>\n<li>The CSA should explain that they are a federally mandated crime reporter and are required to submit a crime report for statistical purposes and that the crime report can be submitted without identifying the reporting party and\/or victim if the reporting party would like to remain anonymous.\n<ul>\n<li>A CSA should also provide the victim\/3rd party with the<span>\u00a0<\/span><a href=\"https:\/\/www.adelphi.edu\/safety-transportation\/wp-content\/uploads\/sites\/15\/2020\/06\/Clery-Act-Written-Notification.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Written Notification<\/a><span>\u00a0<\/span>information. This can be found on the Victims\u2019 Rights, Options, and Resources page.<\/li>\n<\/ul>\n<\/li>\n<li>If the CSA has firsthand knowledge\/confirmation that the reporting party already filed a report with the Department of Public Safety, then the CSA is not obligated to complete and submit a CSA Reporting Form.\n<ul>\n<li>If the reporting party says they will file a report with Department of Public Safety, but the CSA has no first-hand knowledge\/confirmation that a police report was filed, then the CSA must complete and submit a<span>\u00a0<\/span><a href=\"https:\/\/moodle.adelphi.edu\/course\/view.php?id=102458#section-6\" target=\"_blank\" rel=\"noopener noreferrer\">CSA Reporting Form<\/a>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Please use the<span>\u00a0<\/span><a href=\"https:\/\/moodle.adelphi.edu\/course\/view.php?id=102458#section-6\">CSA Reporting Form<\/a><span>\u00a0<\/span>to communicate reports promptly to the Department of Public Safety.
