Changes affect admission periods, program completion, academic changes, and Extension of Stay (EOS) requirements.<\/p>\n<p>Students and exchange visitors should understand the new requirements and how they may affect immigration status, academic changes and benefits.<\/p>\n<h2>DHS Rule Temporarily Blocked by Court Order<\/h2>\n<p>A federal district court judge issued a preliminary injunction blocking the Department of Homeland Security (DHS) from implementing its new rule that would eliminate the Duration of Status (D\/S) framework for international students and exchange visitors.<\/p>\n<p><strong>The final rule was scheduled to take effect on September 15, 2026.<\/strong> The court\u2019s preliminary injunction temporarily prevents the rule from taking effect while the litigation continues.<\/p>\n<div dir=\"ltr\">\n<p dir=\"ltr\"><strong>What does this mean? For now:<\/strong><\/p>\n<ul>\n<li dir=\"ltr\" role=\"presentation\"><span>D\/S remains in effect for F-1 and J-1 students and exchange visitors.<\/span><\/li>\n<li dir=\"ltr\" role=\"presentation\"><span>The new four-year maximum admission period and Admit Until Date (AUD) framework are on hold.<\/span><\/li>\n<li dir=\"ltr\" role=\"presentation\"><span>Students and exchange visitors do not need to change their current travel or program plans solely because of the new rule.<\/span><\/li>\n<li dir=\"ltr\" role=\"presentation\"><span>The litigation is ongoing, and the court\u2019s order is not a final decision on the merits of the case.<\/span><\/li>\n<\/ul>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>On July 17, 2026, the U.S. Department of Homeland Security (DHS) published a final rule changing requirements for F-1 and J-1 students and exchange visitors.
